<p>Since 1996 it has employed <a href="http://en.wikipedia.org/wiki/Road_space_rationing">road space rationing</a> (rodízio veicular) to limit the number of vehicles on its roads, with varying degrees of success. There is a similar scheme operating in Mexico City and London is planning exclusion zone restrictions for the 2012 Olympics.</p>
